If you think about it... Theirs personalities are so similar! Lucifer was usually that one who was embarasing others and completly without shame. But now he is the one who spent more time on earth between humans and he knows how these things works first hand. The reason why Lucifers rebellion failed was because he was doing it for the wrong reasons, God's plan was to make Lucifer his successor from the beginning, but he needed to teach Lucifer a lesson and burdened him in hell, and made him rule over it to both gather the experience and to carry the burden of punishment, God made Chloe not as a gift for Lucifer, but made her to see him for who he truly is, because only then could he love, and through that love change into a person worthy of being God, and now Lucifer can be a better God, quite literally Lucifer becomes God when he admits his love to Chloe and sacrafices himself to save her life, it's all quite poetic really if you ask me

To me, God is just like the Lead Designer of a video game. He knows everything about the game itself, its settings, its world, its rules etc, and can change them at a whim. But he doesn't do that. He wants to see other players/NPCs (=mortals) interact with each other. Being omniscient He may know the end result, but that doesn't make actually seeing things unfold any less interesting. Furthermore I also believe many Designers feel a strong desire to dive into their own games to interact with its inhabitants, subjecting themselves to the rules they created. Actually this isn't limited to Game Designers tho - if you sometimes play games with cheat codes you know what I mean as they are similar. The fun from being omnipotent quickly dies out, and you would want to go back playing by the original rules every now and then.
