Not God of Death but God of Undead, actually Stagnate is a Goddess. Gracefeel is the one that the Goddess of Death who guides souls to afterlife. Stagnate does the opposite, wishes to keep people away from death in her own twisted way, by making them undead. Stagnate is the twin of Gracefeel from God Volt and Goddess Mather. Stagnate and Gracefeel have similar appearance but totally opposing philosophy.

Yes she is a goddess and she her true nature is not evil she's a really kind god who wanted to save dying mortal by granting them immortality via turning into undead (skeleton, ghoul, zombie, ghost, wraith etc.). She is only see as evil by other's because living fears the undead and most of the undead lost their minds and become mindless monster that threaten the living, actually some Good Gods can be also seen as evil each of them have a God opposing them making each of them natural enemies both side can be seen as good and evil. For example in here that one who has the authority to oppose The God of Light who has the authority over Life, Death & Rebirth is The God of Undead who can bypass Death & Rebirth by turning livings into immortal undead and the same with the God of Light who can restore Undead back to Cycle of Death and Rebirth. The other reason why God of Undead is not really evil is during the time of the High King a human who attained immortality and become to strong that threaten even Gods (the fact that the High King's Sword can damage and weaken the God for example wounding Stagnate "God of Undead" and temporarily killing her).The High King can create demons when with his blood so wounded the High King or the High King wounding himself can create demons its authority itself is actually more powerful than the God of Undead since she required Physical Body. While the damage dealt by the demon sword heals his wound. The God of Undead after the War turns all the Hundreds of Heroes into Undead since she takes pity over them sacrificing their life Gus, Mary & Blood are one of the Hundreds of Heroes basically a Suicide squad (Bloody Stealing the High King Sword to prevent infinite healing, Mary Healing Blood to prevent him dying while also healing the High King to prevent his blood spilling "to avoid Demons creation via Blood spill" Gus basically useless against the High King since the High King is immune to magic "includes Gods Magic" and Arrows "yeah right Reinhard Astrea from Re-zero" Gus only block the High Kings Guards w/ Hundreds of Other heroes raiding the enemy's camp. But inded with Marry Asking for a God Support "God of Earth Mattel" to burry the High King Below the ground "at the Core to be exact" and Gus casting sealing spell (God of Earth. Mary & Gus sealing the high king). The God of Undead later appear turning all fallen heroes into undead guarding the seal and making a contract with the 3-leading heroes wth the remaining surviving heroes (The Contract is they will guard the seal as undead but when they no longer feel attachment to the living world they will all become her followers/minion) Gus casted a Fog blocking around the area, the other undead heroes becomes minions of the God of Undead as per contract. The only reason Stagnate appeared again is due to the Contract she did not appear just randomly cause problems LOL, if its not for Stagnate there's no way to protect the seal. She loves heroes and doesn't want them to end and want to immortalize them "Gracefeel" is her younger sister both of them guides soul but she changes since she wants to keep watching on heroes and preserving them taking the a different path and using his authority over soul to turn them to undead instead of guiding them to rebirth, The God of Earth is also her Mother so both Gods keeping the HIgh King Seal is not surprising.
