Well it’s 70-30 accurate *Spoilers so don’t read this until you seen the movie* Shimo: When she appeared she was not only control by scar king with the crystal, she was a slave to him. The crystal is a cattle prod to her he even chained her up. Godzilla: Godzilla knew he needed much more radiation to even the odds. He swam around the world destroying and feeding off nuclear reactors and killed a Kaiju named Tiamot that absorbs radiation to get his beautiful pink scales Scar King: I think the one quality I love about him is that he actually have a sense of sadism. His presence alone shows that he would laugh at anyone dying as they attempt to steal his throne . He’s basically a psychopath kaiju

Also around that time he was unaware Cougar and Jelzy have already made sus things about Tabi when the shipping between him and Nikusa started. All this wouldn't have happened if he gave the rights to a dedicated supporter of the mod who was also an expert in creating them.
