The way he constantly tries to catch you off-guard. Him making Godzilla run is terrifying enough, but him being wildly unpredictable like that is another thing entirely. Every second he does something new to turn the act of you running for your life AGAINST you- it's scary cause most of the time in horror you just run forward, maybe turn a few sharp corners, but you have no idea what the hell Red's going to do next with him teleporting in front of you at random and even sometimes faking it to trick you.

Godzilla normally has this strong urge to maintain the natural balance & order on Earth, and that's why he goes against King Ghidorah and Mechagodzilla even though they could easily defeat him with enough time. THIS THING, however, invoked so much fear into the King of Monsters that it overrode his urge to maintain balance, and that is terrifying.
