No. 21 is not explicitly right or wrong. Neither Ines nor Udo state something concerning the workload of teachers in general. If the question were, e.g., "Der Lehrer hatte bisher keine Zeit, um mit Udo Kontakt aufzunehmen", it would be clearly wrong. (The test is still well done, though.
