Gogeta in Blue is in fact on of the strongest things we ever saw when this movie was released. The gap between them and Broly was just ridiculous. When Goku and Vegeta were blue even then thes couldnt do anything to Broly but after the fusion? Broly was just like a punching bag.

First step of the gogeta's plan : Testing Broly's strength/growth power Second step : Verification of broly being pure hearted Third step : Testing and verifying if those around him are good, not like Paragus or Frieza. And they clearly knew he was a threat, *his berserk mode is a threat* and to counter that, the only way to stop him was the fusion dance, I just took Goku's words. And that's why they are training him to control his power. We can see him (spoiler alert) transforming into ssj against Gohan. Ps : I didn't see your message so my bad if I'm late of a whole week

The only head cannon I can come up is that either instincts took over, and he went for the kill, or that he could sense what Cheelai was doing and therefore stalled until the wish was made. But yeah, he really was about to kill an enraged, but innocent man, AFTER making sure he was innocent (Goku could feel it, the soul punisher didn't kill him), then let a literal genocidal space emperor walk off moments later, was definitely a weird call.
