Yeah realistically this Gohan should be able to turn Beast since it’s a Gohan that kept maintaining his work but also still trained. Meaning that he is WAY stronger than Super Gohan. However there’s two main reasons why he didn’t go Beast here. First he was completely aware that Goten was under control by Baby, because of that he didn’t want to hurt him. Second, Beast wasn’t a thing yet. Therefore he couldn’t turn Beast.

Gohan getting blasted away by a regular Super Saiyan Ki blast, with maybe a little power boost from Baby. But Gohan should be leagues above Goten and yet in GT he cannot even go above Super Saiyan anymore. Thank God we finally got Gohan Beast. And people say GT Gohan is better than Super Gohan.
