Perfect Cell was kind of an inversion to that, actually. He beat Vegeta, toyed around with Trunks, and was undefeated for a while, with Goku continuously saying, "I don't think I'm stronger than him." Then he fought Goku, he quit, and fought Gohan out of disappointment. Everything basically went his way at this point, so he had nothing to worry about. He wanted to fight Gohan at his best, no different from what Goku and Vegeta did with Frieza and Cell. The only problem was that Gohan's best turned out to be far beyond expectations.

For what it's worth, I give Future Gohan credit for stepping up to protect his world. Even if it was 14 years of taking Ls... It isn't his fault no one contacted him from the other world via King Kai or even Mr. Popo contacting him by riding the magic carpet to tell the ONLY PERSON ON EARTH capable of trying to save it (I'm talking about those years before Future Trunks was even old enough to walk) about the lookout as a safe haven to train or use the Time Chamber. Dude was out here doing the best that he could... The main reason I give him crap is because instead of STAYING ALIVE to help train Trunks to harness his hidden potential to help save the world, he goes into a city which had practically already been annihilated to 'save' whoever was left; newsflash...they had already been killed... Yes, his death allowed Trunks to go Super Saiyan (in the anime version because he already had that ability in the manga), but now he left Trunks on his own to do his own form of training that wasn't as effective as it would've been had he stayed alive to help train him or even be the one to go back to the past to give his father the heart medicine. Gohan knew how trash he was without anyone there to train him for over a decade, and now Trunks doesn't have anyone else around to help him out. Shoot, training together; Trunks and Gohan MIGHT'VE worked past the base Super Saiyan level. However, Puddlehan just died for nothing...

Check me out right. If Himhan really wanted to pull the sadist card either way, it would have been brutal if he just slowly started pulling Cell apart with each hit. Shit would have been terrifying to both witness and experience. And yes, I'm aware Cell could easily regenerate. But Gohan would be aware of that too. He wouldn’t even need to exert that much effort to mutilate Cell limb by limb and smell the sheer panic in that man's eyes. I think y'all are missing the biggest difference here. Aside from transforming Frieza never demonstrated the ability to straight up regenerate at will. Frieza kept listing off percentages to Goku. So he probably already had a good idea of what his full power was since he was already in his final form and getting cooked. Meanwhile Vegeta knew literally NOTHING about Cell's full power. Hell, as far as he knew at the time Cell's maximum could have been even HIGHER than what we saw. Finally, when Goku let Frieza power up it was to humiliate and humble him. Gohan already did that. He proved time and time again that Cell was cooked. There was no logical or moral reason to prolong a fight against an already defeated opponent who you KNOW will return without a scratch from anything short of being atomized.
