You can always tell when a fighter in the DB multiverse is actually trying in a fight because they'll have a visible aura. When I first saw this, while all the characters spectating were trying to gauge Goku's new strength, I already knew this new form of Goku's wouldn't be enough because the whole time Jiren was fighting, he didn't have a visible aura until the very last blow.
