Goku and Vegeta, even after all these years, haven't mastered that level of efficiency, so their '100%' isn't their actual 100%. Think of it as a bucket of water. Goku's and Vegeta's buckets have holes in them, so even at 'full power', they can't access their complete maximum. Jiren's bucket is perfectly normal, so he has access to 100% of his power. Goku's and Vegeta's buckets are of a similar size to Jiren's. Btw, this was stated in the recent movie, so it's a fact.

Quick thought When goku jumps behind kefla and starts with his barrage punches, kefla was able to see him as he went around her but she couldn't react. This shows that goku's ultra instinct was starting to falter and he began to lose the form.

If i’m not mistaken, some people theorized it meant something like power, but “ Jiren meant furnace , which in Japan is like an overflowing power source I believe -but some people also thought that it was referring to how strong he was ….but now we definitely know or I can say I’m quite sure - he was talking about how much of a stain the form puts on his body and basically how fast it overworked him and because Jiren was able to say that “he knew what the power was,” referring to the heat coming off him as u can see later it almost back fires on him like he almost negatively, drained himself ( it looked sinister also ( and some other anime’s and adaptations have even made it that it was negative energy and he was possibly powering the negative zone to come back. Look it up if you want Cool watch (- if I’m not mistaken I think it’s called anime wars or fights I think it’s like one through six )and jiren -might’ve known that he didn’t quite complete it yet and i think goku does by the end I believe hence the grey hair - but I think it was sorta a cliffhanger( alil rusty with my lore , been years lol ) if he truly mastered it cause after the tournament, he can’t just tap into it like he can tap into super Saiyan. It’s like his body is natural reaction to almost deadly threat. - in the manga in the Moro arc I believe they come to the conclusion and evolve in the granola arc even vegeta gets a cool upgrade ultra ego it ( looks similar to god of destruction ki with a Saiyan twist - -- but As a matter of fact, the first time goku ever did it without knowing was the first time he fought Beerus and on king Kai’s planet, and almost destroyed the whole thing I think but during the fight he is only in ssj3 but instead of charging forward, he automatically just stops and pivots back, and I think Beerus actually commends him for doing so cause he was about to hit Goku with a devastating hit of some sort, I believe and gokus body moved back before he could even attack hence ultra instinct - they got a lot of this stuff from, and if I’m not mistaken, or inspiration from Bruce Lee and perfect balance ying and yang -mind-body spirit it’s all pretty cool look it up if u want -👍☮️🫡
