It almost appears that he does. He goes beyond ssj2 for sure, and the hair design looks slightly different. They kept it vague enough for interpretation I think.

While he didn't outright get the long hair like SSJ3, his strength was on par with it, much like Roshi commented in Battle of Gods. I would imagine that much like SSB Evolved, he enhanced his Super Saiyan 2 form past inherent limitations.
