OK, this surprises me but I'm pretty sure this song references Matthew 5:22 from the Bible? Probably in an ironic way. But anyway, the word "Raka" (the way I saw it spelled in the bible) or "Raca" (the spellings I see when looking the verse up now) translates to "Vain fellow" in Hebrew. That verse says don't call anyone Raka, and don't call anyone a fool. Don't get angry at your brother, and if you do you're in danger of burning in fire. The lyrics of this song seem to match up with that "I wanna who's feeling FOOLISH, I wanna know who BURNS with rage", and of course the title of the song is Raka.
