I want to ask, are they just coming into the police training or they are police officers before coming into the academy, why I asked is because they were already in the uniform? If they aren't police officers, Where they issued before coming into the academy or they were given at the academy?

Yes. They were issued uniforms before the academy, but don’t have a badge yet and are not sworn officers.
