The black things are sponge filters. In all of our stock tanks except the 650 we actually only run sponges for filtrations. aramarine6 the black 110 gallons are Tuff Stuff. I'm not sure who made the blue 650 but there's one near enough identical to it sold by Tractor Supply Co.

So while I don't necessarily intend to breed those two together they are a male and a female. So the pua'a (the male) is chasing the tamasaba (the female) which is normal mating behavior.
