When he says investment, he means investing into find new oil and producing it. Companies like exxon aren't doing that. So OPEC has a huge amount of power over the price

It’s no different than the low side, the price always swings too far one way or the other. 2020 oil went to -$40/bbl or so.

Higher oil price encourage less waste, what we see is lower oil price have encouraged over production and waste, including environmental disasters. I hope with higher oil price, that economy can grow faster with more eifficency.
