They give tickets, the fine is about 3000 Roubles. And after issuing the ticket the drivers are turned around and they follow the road.

***** It seems like a no brainer for the government to increase the fines. It would both discourage illegal behavior and generate more revenue in exchange for less work. Say instead of 3000 roubles it's 10000. They could justify it by rightly pointing out that they're endangering the lives of pedestrians and blocking a necessary route for emergency vehicles. Instead of a ~$50 fine it would be over $160. That's sure to discourage even the douchiest of BMW drivers.

I'm still waiting for you guys to press charges for every driver that keeps driving. They are basically attempting vehicle manslaughter, which can get them in jail for a long time. Just call the cops on every single one of them. You have the footage to prove it. They will have to at least appear in court and explain to a judge why they tried to kill someone.

There are crossings with a interval of 20-50 meters over the sidewalk to enter the parking areas, the issue is that people are using the sidwalk as a road to bypass the main road and having to wait for a spot to leave, the cars parking on the sidewalk are from my understanding parked illegally.

I agree with you, there are poles that can be raised and lowered, that method should be put in place. Also in my state of Pennsylvania they paint curbs yellow as a sign to not park. They could start doing things like that as well.

Would have been much easier if the police would just show up there once in a while. Would also help if the fines for driving on the pavement were 10 times higher. Where i live, that kind of driving would land you a trip to the courthouse, a hefty fine and probably either a driving ban or maybe only the need to retake the license. But then again. Where i live, people don't drive on the pavement.
