But large corporate investment won't happen unless the government provides tax concessions to build whole estates for letting.. (ie the tax relief would have to be paid back if the newly built estates wern't let on Assured Tenancies for a minimum (say) of 20 years. The present highly fragmented PRS will simply shrink if current government policies against small landlords continue.

I never really understood why the government made those tax changes. It has only had a negative effect on the rental market and resulted in many landlords with small portfolios exiting the market and increased rental prices for tenants. Not all landlords are evil. Some provide good quality properties for tenants to rent.

It is hard enough to get non paying tenants out of properties at present. The law should be changed so that non paying or anti social tenants should be able to be evicted quickly.

Most landlords don't want to have to prove anti social behaviour.. It's hard enough just to have anti social tenants.. Fixed term contracts give landlords peace of mind and most small landlords will/do want the security of fixed term contracts.. Periodic tenancies could /should be abolished but not fixed term tenancies . If one owns a property one should be able (legally) to agree a fixed term contract with a (tenant) mature adult.

Great video, you just won a new subscriber. I’m one of the hated small portfolio landlords, now in the process of selling the 2nd of my portfolio of what was three very high quality rental properties. I’m now using the cash from the other two to pay down the mortgage on the one I’ll keep. I’ve been selling up as my tenants naturally move on. The house currently up for sale was tenanted at rent at least 25% lower than the market rent for a property of the quality and type, having not put the rent up in 5 years or so. Alas being taxed on revenue instead of profit (I.e. section 24), increased interest rates, pending EPC rules, forthcoming removal of section 21, and just the vilification of good landlords, plus the fact I can earn the same return in a good interest account, has led me to the conclusion, renting a property is no longer worth the risk of a bad tenant who can string out an eviction for a year or more. The big picture is that good landlords are leaving the market in droves, creating a shortage in rental properties and the inevitable rise in rental pricing. Bad for tenants and bad for the government with loss of rental tax. Go figure!

If the Government continues on it's current course and continues to treat landlords punitively it's going to have serious problems. Corporate landlords will not be the tenant friendly that you might expect. Only landlords with small portfolios look after their property and tenants with care and respect recognising that to do otherwise may damage their financial income. The government has not invested in social housing and will be unable to house those who will become homeless if the do not act sensibly with the introduction of legislation and taxes.

The attitude to small portfolio landlords is interesting. Before Brexit the EU was making some very aggressive statements about wanting what they referred to as "accidental" or "amateur" landlords out of the sector and wanted private rental to be restricted to large companies. its was never clear why but then Brexit came along and there was no need to the UK to adopt the same antagonistic small landlord position. I'm pleased to see that the committee also can see no reason. If you look at recent damp and unfit properties these are often large operators and even local authorities so there is no case that big is better for tenants.

Where is this "EU policy" and what EU laws have/were proposed or passed? I can understand that the UK government thinking that large "professional" landlords with 10,000s of homes on the German model are desirable.. But the German situation was created over a very long time. The only way the UK can emulate it is by giving generous tax concessions to investors to build whole estates for letting and that will still take years for such a valuation modatiin to be be built. . In the meantime forcing small landlords out of the market reduces supply of badly needed rental accommodation.

They (Brussels) seemed to be trying to equate this to poor quality but had no evidence. I got the impression it was big business.

I am a renter in London and have a great relationship with my landlord over the past few years - I think it makes no sense for Landlords to be forced to allow tenants to have pets etc - if it were my house I wouldn't want that.. a previous flatmate of mine was allowed to keep cats because the landlord was kind and allowed it ...and my god... the mess they created... managed to get them to leave in the end and ban pets again but that wouldn't be resolved under these news rules

Ltd companies have a big advantage over sole traders which is totally unacceptable as many Landlords are sole traders as advised by their accountant. But what is a small landlord when some of these sole traders have become bigger landlords and this is their sole income and a long term investment of over 20 years. Surely this is what Britain needs when so much of our investment s short term ! It seems we are being penalised for doing the right thing! Government must have a rethink or see more Landlord sell up creating even fewer rented properties and driving up rents even further which no one wants to see!

The government hatred to landlords over the last few years would have destroyed the rental market and damaged tenants far more than before the laws changed. Landlords don't have to be landlords and could invest their money elsewhere , then where will the tenants live, most rent as they can't buy .

I’ve been a small landlord over the last 20+ years Twice I’ve had to go to court (section 21) to evict non paying violent property damaging tenants I’ve only two properties let at present and although I have done very nicely over the last twenty years this is an investment for my future if the new rules on section 21 come in then I will be leaving the industry and reinvest the money elsewhere Landlords like myself provide social housing to those that would of had government social housing in the past We feel disrespected by the changes and will leave in droves unless things change for the better. I have been a good fair landlord but I’m quite happy not to be a landlord and to use and enjoy my money to enhance my own life and not that of others! The tax situation should be reversed

Can a landlord offer a series of time limited tenancies e.g. 1 yr or 2 yr at a time. After such time, I might want to not let out the property for a while but then resume re-letting at a more convenient time as it's my asset.

The document says this on EPC's: Under the regulations enshrining the MEES, any domestic property that does not require an energy performance certificate (EPC) is not classed as a private rented property, and therefore is not subject to the requirement to comply with the MEES. Stand-alone properties with a total floor space under 50 square metres are exempt from the requirement to have an EPC, however, which means they are also exempt from the MEES.139 As a result of this exemption, an unknown number of homes in the PRS can have EERs below band E.

This means putting in solar panels at £10k a pop to allow the property to go from a reasonable D to a C… will agents not be able to let or will tenants have the choice? I’d understand if properties were F or worse, but D is more than reasonable…

@@cathycooper7933 It does not take much to get to a C from a D. And if you've recently put new windows and had that free cavity insulation a few years back you may already be at a C. Also if you get a top tier boiler like a Veisman at around £2k that will get you there. Solar panels you can do a mid range package at £4.5k. Other options include fitting Kingspan in your attic to line the roof. Fairly inexpensive.

@@markhesp4268 No it's not. Banks are not interested in individual properties, quite the opposite. These funds only want full projects to blend the returns and make them easier to manage. The changes on small landlords are to stop people being able to draw equity tax free offsetting the interest cost. They want people to sell to get that CGT, or set up limited companies so any equity drawn being subject to dividend tax. It's all about tax.

I've been housing people in my very nice 2 bed Wimbledon garden flat for 16 years and had two sitting tenants. Two too many. The first was two middle eastern men who trashed my flat and garden and stole fittings and furniture and stopped paying the rent, provided to me by a housing association through Kinleigh Folkard & Hayward. And a Brazilian man, wife and son who got my flat at a low price just before the covid BS then had the rent pegged for 2yrs (which I agreed to) and didn't want to leave at the end of a far too long 3yr contract. It took me 8 months to get them out, they said they were looking but this was a lie. They got a dog in my flat which annoyed neighbours and was not allowed by the contract. Luckily it didn't have flees but hair made redecorating harder. Both evictions cost me c£2000. With section 21 being removed and the government/cabal wanting to fill the UK with economic immigrants I left the market. As MANY others are doing for all these reasons and more. If you buy to let these days I'd think twice! Just saying. For example waiting 12 months to be able to sell your property is way too long given the current, very uncertain state of the world.

Quick question , I currently rent and when we viewed the property the shop below was empty , now there's a restaurant that's open till 11.30pm and can get noise, they also have a shisha bar at the rear , the music plays pumping bass and vibrates in my bedroom , we have put noise complains too the local council , but it's not every night, my question is would MY landlord have been told like in advance ie planning permission as its directly below this property , and should they have declared it too us when we viewed , many thanks

You ignore that small landlords are bound to want to be able to limit a tenancy to a fix period. Fixed period tenancies require Section 21 or similiar. Post WW2 abolishing of fixed term tenancies crippled the PRS.. Is that what the government now wants? Section 21 should be reformed so that periodic tenancies become roll over tenancies unless a new contract is signed or a Section 21 is served before or shortly after expiry of a fixed term contract. Any such section 21 that is served time expiring if not enforced (by court summons) and a new roll over tenancy being created on expiry of the Section 21. Such a reform would ensure that Section 21 would only be served by Landlords who really want possession.. I note that "socialist" France has fixed term tenancies albeit at a minimum of three years.. Most small UK landlords could live with that. The government could also encourage Assured (long term) Tenancies by making such Assured Tenancies tax advantageous. Eg each AST contract could be taxed ar £500. The tax being self enforcing as a licence (similiar to car licence) having to be obtained online or at the post office and attached to the AST contract. Small landlords would most probably pay the tax but for larger landlords a AST over a AS has few advantages..

As a private tenant for many years, and now, thank God within the housing association and social housing sector. I would love the government to end the private rented sector. There is no place for lord no-body to laud it over tenants, and be a miserable, controling, authoritarian, and bullying pos. The sooner the government ends the PRS, the better. Those properties should be someone's secure home, not another's nest egg at the instability of another. My brother in law is a PRS landlord of four properties and he seems to think he's better than those he let's too. That they are beneath him and that his word is law, IN THEIR HOME. PRS landlords are not a service to society they diminish the society by constantly breaking it up, forcing or enabling community to crumble. All communities need solid invested citizens and PRS landlords disrupt this process for their own gain often in communities where they themselves do not live. Properties should be let by larger companies that are registered businesses, with multiple staff and repair teams etc proper insurance and back up properties for tenants requiring alternative accommodation in emergencies. PRS cannot and does not and will never supply this. The tenant, good or bad, is a human being first and foremost. The choice of whether tenant should stay or leave should not be an individuals choice but a board vote to remove bias and personal emotions from choices made by landlords. The PRS is awash with unscrupulous bags if s*#t for landlords. Many tenants come from poor and disadvantaged backgrounds who probably won't be able to check a database of a good or bad landlord to check or in such a poor situation only the bad landlords are available creating a two tier rental market. Better ranked charging higher rates with greater rules and less interested in poorer more disadvantaged possible tenants, while the badly rated would seek any tenant and provide these people with the worse service not the best to help them. The answer is simply END landlordship for rental homes, holiday homes is a different sector so why don't these landlords pursue this? Because of greed and power. Not an income from helping others or providing a genuine service to a community. I hate smug fucks like you sitting there talking shit without acknowledging the harm PRS and prs landlords do to lives, families and communities for their own gain. You arrogant greedy twats. Who gave you the right to charge the cist of a property to a tenant or series of tenants to pay the mortgage on a property you cash in on later when selling it, when you didn't buy it, you simply did the paperwork. Do you not think that Build to Rent is the Gov't driving force? They are selling it to the market almost as an ETF by attracting the major corporates into the sector. Increasing rents is generating greater yields making it even more attractive. In addition they are almost entirely new builds meaning the EPC is B+ and meets another of their back door rules. Trouble is if you live in a market town Build to Rent is not attractive, it is about intensive 'farming', people in smaller conurbations will find it impossible to rent a property, either because it will not meet the EPC or be so expensive it is outside their budget. The Government is blind to any other form of housing.

By comparison commercial property lettings are still subject to the Landlord and Tenant Act 1954 which proceeds little changed. The housing rental sector is so highly publicised and politicised the Government overreach will never end. Get out of residential and into commercial storage/ workshop lettings.

It used to be that if you owned just one property then that was your primary residence, and there would not be any capital gains tax on selling. But they changed this and I would have to pay. This is really unfair - I didn't buy a property to make a profit - just to get on the ladder - could this change back at all any time? Have you addressed this issue any time? Are there any videos who have done anything on this? Grateful for any advice or links to any videos on this issue. Thanks

You only pay CGT if you sell. Assuming you have a very low LTV after 24 years, you could keep renting it out but take out additional borrowing on the mortgage.

As an agent i hope they do. The flooding of properties on the sale sector is not going to go to go well for anyone. Stupid increase of rental values due to limited stock, landlords who need money sitting with empty properties and lack of movement until interest rates drop. A big muck up by this summer

To really be correct, the Section 21 procedure is wilfully mispresented as a "no fault eviction", no landlord can end a tenancy even under existig legislation, only a court can do that following due process, the Secion 21 process is simply the MANDATORY notification to be provided to a tenan INFORMING that legal action MAY be taken in the event of their remaining in the property after the EXPIRY of their current CONTRACTED tenancy, in other words, all tenancie shave two components, contarct law and housing law. it is entirley appropriate that a atennat who has not agreed a renewal should be provided a "heads up" of the need to make a decision, we are more concerned abou the potential ending of fixed terms as it makes cashflow and void management extremely difficult.

We rent out our home and pay rent for another, because my job needed us to relocate. We don't want our primary home degraded by kids, pets, students. If we can't select the people we want in our home, we'll have to stop renting it out.

Some common sense spoken. Its time we had a time limit to get courts working properly and within a reasonable time limit . It ocost just short of £3000 to ivict a tenant who refused to leave or pay anything despite getting thousands a month in benefits . The cost was over £10000 in lost rent and fees before i got my property back down to waiting for a court system that inst fit for purpose!

What is reasonable circumstances? How can government dictate what people do to their property. People just won't let then the burden will be on the social service. Be aware that they wilfully cause serious damages to your place.

Im a tenant, paying for 5 years, i asked for repairs 3 months ago, got my section 21 less than 24 hours after asking for repairs... I have ZERO rights about it. I don't think you should be able to abuse the 21 like that, but you can,

@@michaeljackman1046 i aksed for compensation on an a garage not under my tenancy agreement for the past 5 years, (iv been paying its energy and never had use of it) also asked for damp/mold/ extreme cold repairs.

@@awhisperedbeing citizens advice does not seem to thinks so, iv been told, i need an order from a environmental officer first to stop a 21 for repairs, which cant take months, so he got me out before i could even do that. im waiting for a warrent of possiona atm.

Oh understood. Your section 21 was valid but you've chosen to ignore it and fight to the bitter end. Question for you? Is the CCJ you'll have against your credit file once you're finally evicted worth this hassle to you? You do know it'll make it exceptionally difficult for you to find another tenancy because you'll fail every credit check?

We need laws for eviction . Takes 6 months nd the money you lose on rent is added up.which you'll never get back. If tenants not paid in a week then out get someone who can pay. We not a charity

Ok landlords have been played as fools 😂 nothing new they accepted it , and wonder why they complain now? How about the tenants whom rent the house and the landlord doesn't invest money in the house at all ? I lived in a house with moldy wood ( bed bugs bed) an old boiler that even the tech engineer told there aren't any parts on the market for the boiler, the pipe line so many f issues, pipe leakage, shit popping out true sewer canal, how to make Land lords accountable for their shit property to be more severe on them

Landlords have left - because they’ve had enough of entitled little boys - and now your rent is higher and you have fewer properties to choose from. You deserve it.
