I think you miss interpreted the new ordinance. The new law says overseas Pakistani who are not filing the tax in Pakistan when they buy/sell the property in Pakistan they will be treated as Filer & they have to pay the tax same as filer instated of non-filer. Please check once again & update. Thanks
