The whole gang problem started because of racist sailors law enforcement and society in general they knew that California was Mexico and the Mexicans had lost their country. And seeing them here made them angry. So Chicano organized bands which turned into gangs and now it's and unstoppable gang culture which now includes organized crime. It's up to every parent to do their best in parenting.
