Ballast Bond is also a great product from Deluxe Materials as it is a ready to pour ballasting glue which spreads with ease and does dry and give good holding strength to the ballast.

Woodland Scenics did this many years ago. Neat idea, but modelers went back to liquid adhesive.

It's probably dry resin glue. I have been mixing dry resin glue with ballast for a while. Spray with alcohol and water mix and within an hour it's dry. Dry resin glue is not cheap but it goes a long way.

Years ago, I used powdered wallpaper paste mixed with my ballast, spray with water, wet water now, allow to dry, done.

So, they took powder tile grout and packaged it up to sell to unsuspecting modelers.

What's the difference between using tap water, or spring a water glue mixture....see no advantage to it

A couple of advantages: 1 - much more controllable ballasting around turnouts -- much less likely to glue the points in place. 2 - It comes up cleanly later with hot water, so you can change your track arrangement with ease if needed.
