What about flatter regions? I've found its more useful for mountainous or spaces with tall buildings.

You are correct. There are many regions which a not as well covered by Google as others. In many rural towns you will find that if you fly close to the ground, the buildings are not in 3D, as they are in the cities and larger towns.
