All these rapid changes in chrome makes web design and projects maintaining almost impossible for hobbyists.

Unless you're making widgets or an ads platform, it's unlikely it impacts hobby-level websites, but in general I agree that all this stuff is like building or corporate regulations that adds expense and hurts small operators. The problem is that it takes investment of time to learn enough to know you don't need to be concerned. This video in particular is full of super new jargon to me.
