I followed every single step and syntax, but when I implemented secure version of config, i was still able to fetch response without api key.

It is possible you tried to access the service directly through the Cloud Run URL and not through the API Gateway's URL.

I think this video is misleading. How did you get it to work without "path_translation: APPEND_PATH_TO_ADDRESS" because unless I add this in there, it does not work.
