I worked in the government for 27 yrs. I was in the Bidding and Awards Committee as the BAC Secretariat and my job is to scrutinize the eligibility documents of companies joining the biddings of specific projects. All the processes of the bidding, i wrote the minutes up to the completion of the deliveries, final inspections acceptance, receipts, etc. i took charge of them all. I made sure that i have all the copies of the proper documents in my files. I can’t understand why this guy under interrogation is saying he has no copies of some documents. Unless you want to mess the investigation and audit of anomaly in the future, that’s what you do. You can photocopy docs from offices and have them certified by the persons concerned. There is definitely an anomaly here. The COA should be included in this investigation. During inspections there is supposed to be a COA representative to oversee and attest to the validity of the inspection report.

Alam ng mga senador na wala sila ma file na case sa korte kasi na ibabasura yan kapag haka haka lang yung kaso, papangit image nila sa eleksyon. Kaya lahat ng mga pakulo nila na halos kalahating taon na regarding Pharmally di nila inaakyat sa korte. Kung sa korte Suprema kasi di pwede yan na kung ano maisipan lang na kalkalin na documents..kailangan malinaw ano krimen, ano ang batas na nilabag, nasan ang ebidensya, sino sangkot etc etc. Kita mo si Gordon pati renta ng helicopter ng mga official ng Pharmally sinasama sa imbestigasyon eh pera na nila un, karapatan na nila un pano ina-allot ang funds nila.

Is it investigation of the evidences and arguments filed against a person/party/organization or is it the search and warrant investigation or criminal investigation? Judiciary investigates cases filed on them and interpret laws to provide a final and irrevocable judgement to two conflicting parties so yes, the judiciary can investigate. But if it is investigation in search for hidden evidences, criminal activities, or acts similar yet to be known, that is the job of bureau of investigation, not the legislation. The point here is, what is the goal of the Senate hearing. What is the specific law they want to amend or law they want to create that justifies their hearings and inquiry? In the case of Gordon, the original goal of the senate hearing on Pharmally is to see if the Bayanihan to Heal as One Act has been breached or if there are loopholes in the Bayanihan 2 act that Pharmally used to conduct illegal transactions, which the prior investigtions by COA and BIR showed there is no violations. So on that point, the senate hearing should have been finished because the goal or the agenda of the sitting chair which is Gordon, is already answered. So what's the ruckus for his investigations on the internal cash flow and expenditure of Pharmally company and the lifestyle of Pharmally executives? Is he creating a law to control the distribution of funds in a private company? Is he trying to make a law that would make the privacy of private companies' internal proceedings be made public? With what he is doing, he is more likely portraying a dictatorial leadership, the same thing he is accusing Du30 of and is making Philippines the banned lists of countries to invest in by investors. Gordon is clearly just using this as a way to advertise himself. Try to shutdown all media networks covering the senate hearing, let's see if this circus of Gordon will continue.
