The devs had two choices. 1) make the character an LF (which they could've absolutely done, without needing to even change any animations [as you pointed out]), putting some slight pressure on them to make his kit actually competitively viable, or 2) make the character a regular sparking on a mega rising banner, and get away with giving him a terrible kit without much pushback. They went for option 2. They are addicted to making bad characters.

For a unit like this I really wish he had been a bit like Red Beast in the sense that he had a pre and post state. Have him be a support heavy character that brings a lot of utility to the team but the moment an ally dies he explodes into action to avenge them. Instead he's just a part of the bargain bin Saiyans of 2024 with Super Vegeta now which is a shame because his animations do look amazing.
