That practice is often done by taxi drivers in Iran fighting about who is getting the passenger. It's like fighting for who is paying the bill. I am surprised that you as a indian didn't know that because in that part of the world bargaining is part of the culture. Im sure that we iranians have a lot in common with indians culturally wise.

Dear alexy , This same incident happens with me in whole of nepal. Highest in Kathmandu , also in biratnagar , nepalgunge, biratnagar , chitwan, birganj everywhere . 90% KTM taxis generally refuse and if at all they agree ask for 3x or 4x than normal fares. It's horrible in nepal.i have been traveling to nepal since last 20 years, Till 2006- 2007 it was bearable but after that all good cars vanished and only maruti 800 in shit conditions are left. After all hassles and high fares , you board and will realise their seats are with full of dust especially in the seat mat ( they put a cloth mat or cover whatever you say on top of the back seat ) which may not have been dusted or washed since day one. Drivers are too aggressive and always tend to fight. I wonder even after so many refusals , drivers lead a good life and on asking about their earnings in a month , got shocked that it is around 50000/ to 60000/ indian rupees per month. In India taxi drivers on average earn 15000/ to 20000/ per month. This is probably due to their charging 3x to 4x fares
