in most cases govt. forms public for the welfare of people there are very rare cases of private company by govt.....even i am also having a little bit confusion in this topic.......

May be u're a bit confused with the term private co. A private company is not a co. Which is held by private individuals but a private co. Is a company which doesn't releases its shares to the general public. So if a govt. Company is releasing its shares for general public then it is public limited company and if not then it is private limited company
