My husband and I walked The Cliff Trail of Normandy, called the GR 21 with our dog Dora. We walked from Le Treport tot Etretat in one week. The last 3 days our friends joined us. Five times we camped near by the cliff. In France it is allowed to bivak for the night when you leave early in the morning. In Dieppe we slept in a hotel and in Veulettes sur mer we stayed at a camping.

In Dieppe we had a hotel. There are also plenty of campsites along the route. We have bivouac four times and experienced no problems. Of course, it is quieter in April than in summer. Find a place outside the inhabited area between 7 pm and 9 am it is allowed. Don't leave anything behind. We did experience some problems with the trail. Some parts of the trail are gone due to the erosion. There are diversions and they are a bit boring. You can walk along the coast at your own risk. We asked locals and walked one time at our own risk. So don't just do it. First, ask for good information.
