Final bosses in Gradius are always pushovers. It's a tradition of the series.

In short: Unless the Gradian Empire has a universe-destroying superweapon (A.K.A the *ONLY* means to permanently wipe out the Bacterians), they're fighting a losing battle. Hell, it's revealed that in the distant future of NEO, the Gradian Empire no longer exists and the only remaining Bacterians live in the wild, without a cyber brain to guide them.

@GAMP: Sicker than your average kigger nilller Yeah, you really can't get rid of the Bacterian Empire permanently unless you have a universe-blasting superweapon. For every cell that splits off from a Cyber Brain, more Bacterians emerge. Only reason they aren't a threat anymore in the distant future is because they've been reduced to wild animals due to not having Cyber Brains to lead them... yet.

Loved playing these games - I love seeing all the different variants & changes Konami made for the home console releases. My favourites from the home console releases have to Gradius II on the NES, Gradius Gaiden on the PS1 & Gradius V on the PS2. It’s amazing what Konami did with the cartridge chip hardware to get Gradius II to run on the NES.

seriously, I'm also guessing they almost never missed a single Gradius game, they were even seen in some others as well not even Gradius; such as one in ShinContra: Shattered Soldier, Otomedius, Zone of the Enders 2: Second Runner (Zoradius Mode) and there's even a Yu-Gi-Oh card or two of them too. Perhaps a secret mascot?
