Extvia no there not... look at the video the person either recording or the person zapping all over the screen are almost always from a different region to the rest of the players. Argentinians in EU server, Spanish in NA servers etc...

after driving for 70 hours in GT Sport since launch... only 3 glitches/fails have happened, the first is shown at 6:10 in the pits, the second was hitting a curb too fast and flipping my Nissan GTR, third was driving on my side around 1 whole lap of the Eagle Speedway.
