He is the king of fallen angels, and creator of 2 of the most powerful primal, lucifer and sandalphon. summing it up a lot, sorry for my english xd

Lucilius created the angels and fallen angels (like Belial) and wants to end the world forever but is killed by his own creation (Lucifer), years later Beelzebub kills Lucifer and Belial takes the body and takes it to Lucilius so he can use it as his new body. Beelzebub wants to destroy the world to create a new world where he is the only true king, they work together because they have the same plan but Beelzebub didn't know Lucilius wanted to end the world with no survivors so Lucilius betrays him later. Belial is just a simp for Lucilius.

Beelzebub and Lucilius (Rushifaa aka Lucifer, Japanese has two ways to spell the name) are two high-ranked Astrals. But they were cloned from Bahamut's Speakers (Helel ben Shalem and Helel ben Sahar) when half of Bahamut remade all and made the world of Astrals (Bahamut remade his creation but as Astrals, so Shalem and Sahar versions would be Beelzebub and Lucilius). They didn't have their power until after they got those power-ups (which they now have). Lucilius was a researcher, and Bubs belonged to the High Council and always wanted to rule over everyone (and was unsuccessful on getting Lucilius' support). Lucilius was the creator of the primal beasts (the other Astrals use his blueprints and are degraded from his primarchs/angels). Belial and Lucifer (Rushiferu, the Supreme Primarch) were the first made Primal Beasts. Lucifer he made as unconscious attempt to "complete himself." But he wasn't aware of this. He was always cold and cranky, but originally, he made things to study evolution and protect and stabilize the skies. Something happened (implied to be dreams/nightmares) and he concluded the grim aspect of the future and completely snapped, formed a division called "fallen angels" to "further study the evolution" but was a front for him to create weapons of destruction. We still don't know exactly what he saw, but it made him nihilistic and suicidal in cosmic scale. Belial joined him willingly (he was always aware of Lucilius' issues) because he's utterly devoted and in love with him, and both kept this from Lucifer and the tetra angels. Beelzebub's own body was modified by Lucilius, in exchange for his assistance. Lucifer eventually stops that initial rebellion two thousand years ago, and is forced to slay his creator and friend Lucilius (who smiles and accepts it). Belial escapes with Lucilius' head to bring him back (he's seething Lucifer made him happy and vows to be the person he'll have by his side when the world ends). Beelzebub ambushes Lucifer eventually (exploiding his only weakness: Sandalphon). And Belial takes his body and stitches Lucilius' head on and awakes his potential. Lucifer clings to life to give his wings and power to Sandalphon before passing away, the primarch/angel Lucifer made who becomes the new Supreme Primarch. Note Sandalphon was the initial antagonist of the saga. He had very intense redemption journey during 3 anniversary events. Sandalphon's line to Lucilius in Rising Main Story is clearly him understanding partly his world ending existential bitterness. Lucilius doesn't want to rule. He wants to destroy it all. Now Beelzebub does technically want the same, but he wants to survive and remade things with him in charge. Lucilius yearns for the void to claim all because is a predestined cage that (apparently) is fated to endless bloodshed and inglorious ends in hands of the Omnipotent (Bahamut). He doesn't want to redo anything because it'll boil to the same problem (IMO, a lot of his issues is due to conflicting his ideal of "evolution" and "freedom"). Whether it means he expects creation to exist once more after he reduces everything (including himself) to nothingness, it's unknown. His song indicates it does. Maybe (this is only my speculation), he expects a new start with new lifeforms, free from god's design. He's a little extreme but you got to respect he sticks to his guns.

It's Voidwing Lucifer Granblue version. Rage of Bahamut Lucifer inspired 3 characters in Granblue (same company, same multiverse): "Lucilius" name is Lucifer too (Rushifaa) but the "good" Lucifer got localized first.

Dark Lucifer and Good Lucifer are separate beings in Granblue than his descent to the rebellious devil. Dark Lucifer made Good Lucifer before he snapped, and doesn't know be himself is a clone of primordial god of light Lucifer aka Helel, which is the speaker and moderator of Bahamut. Helel himself is now just Lucio as no one can tell he's a dead ringer for good Lucifer.

If in Versus now, then yes, he is currently the strongest. It would take both Gran/Djeeta+Sandalphon with 12 wings to beat 12 wings Faa-san. Another character that can be the strongest is Siete (or Seofon in English), who is currently only NPC in Versus. The thing about Siete is that I don't know if this version of him is as powerful as his other version in the last anniversary event. He pretty much soloed 6 super powerful dragons that are literally the source of 6 elements in GBF in his world without going full serious mode. The canon timeline's Siete is not even show his true power yet. In one of his story, he just feel bored and want to fight all of his teammates in the Eternal+Gran/Djeeta and pretty much beat all of them while holding back and only admit defeat after our MC beat him in a duel (note here is that he was not even serious about the fight). In that fight he destroyed Uno (or Andre in English)'s defensive barrier that is said to be unbreakable with only one hit. Dude is super OP lmao. So in short, Lucillius (or Faa-san in short) is powerful but later in the story we have 6 dragons, the SSJblue MCs as you can see in their Rising's skins and of course Siete that can also uses the same kind of power. Granblue's power scale can be confusing but I think Angels
