Also chase him yes, he is detained because you’re investigating a crime at that point but, but resisting arrest charge with no other charge you’re going to be civilly liable when that charge doesn’t stick in prelim

Unless you sell the firearm, no.... Unless it is a home built SBR, or SBS, in which case you would need to put a serial number on it and form one it with the ATF. Same process as getting an SBR, SBS, or Surpressor from a dealer. You need to fill out the form one, pay the $200.00 to get the mommy may I.... I mean tax stamp, and then wait 9 months to a year. Other wise, no, you can home build as long as it is not an SBR, SBS or a class three full auto... Until this new ATF Director changes that and then in that case, he's still wrong, as you need Congress to approve any of it. Anything the ATF does has to have a law behind it. See Trump's Bump stock ban, it was shot down because A) Executive Actions are not law, and B) Neither are rulings by the ATF. For them to Enforce it it must be put into law by Congress. Now state law, such as California, New Jersey, New York, ect. They can by pass this and pass their own laws, under the 10th amendment, however, these state laws can be challenged in Federal court, and even in the supreme court and if found to violate, in this case the Second Amendment, then they are Un-Constitutional and the State must Repeal these laws, or revise them. But no, there is no Federal law, that prevents the manufacture of homemade firearms. Even SBR's granted that you follow the provision of the NFA and GCA. There are state laws, like in California, but if challenged, and taken up by the SCOTUS will be overturned as they are Un-Constitutional. I've looked into all of this. I'm active in the 2A community, have been my whole life. I've looked into what is required to get an FFL, and an FFL 07 SOT. All of which, I can get, granted some security measures that must be met to secure the weapons and means to manufacture weapons. That is where they will get you. The provision requires vaults and security systems. That takes money that I do not have. The licenses however are dirt cheap.
