Considering the gravel, would this be doable on 25 mm road tires?

It’s certainly possible, but there is always the risk to puncture. I saw a few riders take regular road bikes up those gravel climbs, and a few of them ended up with flats. The route is mostly on paved roads, so if you can get through the gravel sections without issues, it will actually be the faster setup to run 25mm. If you can, push it to 28mm or 30mm, it should make for a smoother ride overall.
