This is one of my favourite episodes, and introduces Waddles, the BEST character in the show! And in answer to your query, yes, if you go back to the earlier episodes shown here, you can see Blendin carrying out his punishment in the background.

Mabel was actually based on Alex Hirsch's own twin sister. She loved pigs and always wanted to have one but never did, so he gave Mabel one on the show

for that last question: yes! if you go back to the old episodes you can see Blendin in the background cleaning up everything the twins left behind :) one of the many clever things about this show that makes it my favorite

Please read this because in this episode its also heavily implied that Waddles was given away to be EATEN not as a pet, and mabel knew that and knew pacifica would have eaten him, thats why she wants waddles so much, not just for a selfish reason :)

One of my favorite episodes! Not fond of the concept of having a pig for a pet, but I warmed up to Waddles. And a sad Mabel means a sad audience. Even I felt my heart breaking a little. “And if you look to your left you’ll see Miserable Mabel; the girl who went bonkers after her dreams were shattered by some heartless jerk. Oh hi Dipper.” OUCH! The names of those time agents was an homage to Dolph Lundgren. The first letters were switched

"The Time Traveler's Pig": Dipper tries to impress Wendy, while Mabel wins a 15 pound pig. Dipper's solution leads to Mabel losing Waddles, which breaks her emotionally. Mabel's solution to Dipper's problem is heartwarming.
