How do you create a panel?

We started by talking amongst our group to see who would be interested in doing a panel like this and with what fandoms. After we had come to a decision and had a couple back up plans, we got in contact with the people who run the Con, they put us in contact with the people who are in charge of panels, and then we went back and forth with them to find what worked best for us both 😁

You have nothing to apologize for, you aren't wasting any time at all! I think you have to be at least 16 or 17, but it is really up to the people who run the convention. If you are interested in doing a panel, please check with that specific convention because the rules could be different from place to place.
