Iloilo City is beautiful & modern but Kalibo and the whole of Panay is not part of Metro Iloilo. Iloilo City as of now has more banks, more deposits, a lower poverty incidence and a higher HDI but CDO is just right behind & doing increasingly well. It is because Iloilo City is an old traditional center of commerce & trade in central Philippines, long prosperous since the late 1890s from the end of the Spanish colonial period, and it also deserves to be a metro. CDO only started to prosper in the 1970s but it is very progressive now and its metropolitan population & economy is much greater than Metro IloiloCity-Guimaras. If Metro Iloilo has BPOs, Metro CDO has manufacturing plants & industrial estates. If Metro Iloilo has an international airport, Metro CDO has busier, bigger and more modern international seaports. It's the whole ECONOMY that matters not cbds or highrises or malls which CDO also has more, btw. Moreover, the GRDP 2021 of Northern Mindanao Region is now BIGGER than that of Western Visayas Region. NMR is the agro-industrial powerhouse in the south and #1 in Vis-Min valued @ P462.4 billion in 2021 w/ Cagayan de Oro as its regional center. The huge economic influence of this proposed Metro CDO even extends to the 5 other regions in Mindanao (overlapping with Metro Davao's bigger & more expansive influence) w/c all of them have land borders w/ highways connecting to NMR then to CDO. Thousands of buses and logistical transport trucks connect CDO 24/7 to almost ALL parts of Mindanao's 5 other regions carrying commuters and products. That is why Metro CDO's seaports & airports are a transshipment & transportation hub for Mindanao. Look at CDO's volume for cargo throughput for export/import (except passengers) from its seaports & airport - it is greater than that of Iloilo's. Metro CDO has 3 big busy international seaports (2 gov't & 1 private) - CDO, Tagoloan & Villanueva ports & many other smaller seaports - that is where the products are exported & where the money is. Customs revenues from its sea & air ports for 2021 are a staggering P35.46 BILLION! CDO LGU's locally sourced income of P2.703 billion is greater than its IRA @ P2.134 billion, meaning the LGU is effective in collecting local revenues from the many businesses in the city and efficient in generating income from its own assets. Per PSA, CDO (city only) has a huge P239.38 BILLION GDP in 2019 and it has also strong long-standing economic connections with Metro Cebu & Metro Davao as its strategically located in between - incidentally, all 3 are predominantly Cebuano-speaking. CDO even has regular travel connections to Iloilo & Bacolod by sea & air and to other cities like Clark, Cebu, Davao, Caticlan, Batangas, Tagbilaran, Dumaguete, Jagna, etc. - that is how important CDO is and vice versa. And all because of that Metro CDO has gone leaps & bounds. NEDA really knows better what's in Metro CDO and what's coming for it. It is them who determined that CDO & the neighboring industrial, commercial & agricultural towns deserve to be a Metro not by a self-proclamation. CDO has outgrown what Iloilo City is now and it is bigger @ 1.6 million people in its metro & progressing faster. Up next though will be Metro Angeles then Metro Iloilo.

Cagayan de Oro is the transshipment hub and gateway city of the northern half of Mindanao island. Laguindingan Airport should be upgraded into an international airport to open fully the economy of Northern Mindanao region. The City Government should build wider roads and highways with at least a minimum of 6 lanes with center island. And also, create a new master planned Central Business District or Financial center in a location desirable and impressive defining a modern skyline in the Macajalar Bay.

Update: Laguindingan Airport is already now under PPP and Aboitiz Group won the bidding. Underground cabling already passed the city committee of utilities, once the city council passed it, then that will be the start of underground cabling. Probably, 2024 po mapapasa ang city ordinance. Mindanao Railway Phase 3 is also under PPP and will be a joint venture with an Indian Company but JICA is also submitting its proposal. LRT lines 1 & 2 in CDO also got a feasibility study budget from DOTr, tho the city planning already have a complete proposal, it still depends if DOTr will accept it as the final proposal or will they still proceed in their own feasibility study.

Well most of developments are still on the planning stage while Iloilo is already on its impkementing stage. . The shortest route for sea trans portation from cdo going to luzon is via cdo - iloilo- caticlan - batangas . It means that iloilo being the regional center ,is also one of the gateways to cdo thereby making iloilo the jump off point for tourist coming from boracay . Iloilo will not be left behind since , infrastructures planned to To be built in cdo are already in place in iloilo .
