You call this list "The Master Manipulators in Comics", but then focus solely on villains and mostly characters and feats from the comicbook based movies and television shows not the comics. Darkseid, Thanos, Batman, Maximus, Mephisto, The Kingpin, The Black Panther, Mr. Sinister, Apocalypse, Kang and The Red Skull are all master long-term planners and manipulators of people in the comics. And though Professor X's mutant power is literally to manipulate peoples minds (for that matter every telepath in comics has the ability to easily manipulate minds) he finds it distasteful and rarely does it, in the comics.

Again I'll say...for Joker that manipulated superman into destroying his family and nearly the world, manipulated a 5th dimensional imp and used him to conquer the multiverse, manipulated batman of a different universe and breaking him just enough to create the batman who laughs that went on to nearly bring an end to all things.... Why are the Endless the greatest manipulator of all? Because, they are representation more as the concept they are named. Destiny manipulated even the Presence Michael Demiurgos and Lucifer Morningstar, because all of them stand in her Book of Souls. In the DC Comics, they are manipulated Humans, Aliens, Gods, Monsters, Demons Sorcerer, Heroes, Stars, Galaxys, and the entire Multiverse himself. Because of their very existence. No Zeus Darkseid Lucifer or Joker are intelligence enough to more manipulated others.
