Maybe for the cosmonauts have the conscripts be another AI house and use guard mode to auto engage. Maybe the pathfinding might be better?

i think because they are only available in "To The Moon" mission Westwood left them as they are "unfinished", rocketeers on the other hand are perfectly fine. I Quote: Tech Level and weapon the Cosmonaut is identical to the Rocketeer. Even the JumpJet stats are the exact same.
