From what I understand there were still safeguards too. Such as a current military officer vouching for your competence. The rank buying was more to make sure you could maintain a social status. Admittedly still not great but it not a case of outright corruption. Problem is enough dummies made it into the officer ranks to eventually end the practice.

My guess is that he did so well on it all because he wasn't really in it for the money. He was in it for feeling important and that whole part of the grift. My guess is that if anyone came at him hard, he would offer them their money back and say he had no idea, etc. and that's how so many other people kept getting thrown under the bus for it instead.
