the one thing i'd add to the build is refresher, it gives you all charges and every skill so in big team fights you can just keep fighting instead of being passive and waiting for your charges to cd, definitely a late game item you'd get after you've built all the damage items, might not even get to it in a shorter game

I'm pretty sure that talon has inherent bloom to his cross hair so you can't make it static like his. He's probably using a 3rd party overlay

Looks like width 4, height 8 and gap -2. Search deadlock crosshair on google and you can make yours there.
