2000 tickets is the minimum needed to get enough pity points to exchange for them. And the pity points only last for that specific banner. Basically if you don't have 2000 tickets it's a gamble.

I have 4000 tickets, play daily, and spent 5 bucks on the game total. Save up to 2000 then roll for what you want, skip what you don't. I skipped twice, blue bakugo, and yellow shigi when they released. I now have twice and blue bakugo, along with everyone except yellow shiggy. I don't feel like I'm missing out much.
