Why do you work from the center to the surface of the cylinder instead of the from the surface to the center going from b to a, a to 0

Why the initial spot is on zero? I would have set it to R>b so that the potential would come from somewhere outside the cylinders to surface b. Can u explain your choice?

Because in this problem we are asked to find potential diff between axis(which is considered as zero here) and point on the outer cylinder (b). That means the E1 goes from infinity to b+ E2 goes from infinity to the axis(zero).[Griffith's eqn 2.22 states exactly that.]
