The ranger has a symbol of guy dressed up as a green military Sergeant Grill. The Pepto car is flying whenever you hit a dip/curbesque part of the road. It's due to the condition of the vehicle digging into the ground... similar to how you flip in the long drive

I think you can take the free cars to the mechanic and he'll fix it up, I think there's another secret car that's missing an engine but you can pay the mechanic about 5000 to fix it up. Also, I didn't expect this game to be a well in-depth gameplay experience, I first saw the character models and thought it was gonna be a nonsense meme game, but it seems like the devs put a lot of passion into this game
