I don’t think he was purposely neglected. By the calm nature while getting clipped, I would say he was regularly done and owned by someone who loved him.i would say he escaped his yard and couldn’t find his way home. Some family is probably missing him terribly.

I was so upset to see this shih tzu in that condition. They are lovely dogs. He reminded me of my old shih tzu Tuffy. Tuffy had the same colloring and temperment. He loved the groomer and going on rides. I miss him so much. You did a great job grooming this dog. If I lived in Serbia I would take him. I live in the USA. I hope he gets a forever home. He is a wonderful dog.
