Okay, I've run the numbers, and while they're not 100% right, they're close enough that here's what appears to be roughly the math* (to be more specific, I can get within 20 points of the number shown.) At level 18, a normal umbral bind pull should be doing somewhere around 223 damage, assuming Maiev uses 4% scaling. Her fully stacked level 1 quest adds another 225, bringing the base damage of the pull to around 448, depending on some rounding. From there, she tethers you, and hits you 4 times, including with her shadow walk. Meaning that from her level 7 and level 16 go off: the level 7 mulitplies all the damage she does by 1.15, and then when the pull finally goes off, it goes off at either 220% or 250%, depending if the pull itself counts as a 5th iteration of damage. Assuming yes, you get 1.15x2.5x447 or 1288. She did 1302, so maybe there's some fractional elements I'm missing, but it appears that it's just the power of a fully stacked level 1 quest and that 7 and 16.

Some of it is correct, some is false. - W1 stacks infinitely. It never "fully" stacks. She has her baseline rewards finished but you don't know how many stacks she has. - W1 adds to the baseline pull damage, correct. - Damage mods never multiply, they always add, leading to diminished returns. - This means her W16 adds 30% * (procs) to the damage multiplier. - And her E7 adds 15% to the damage multiplier. - Meaning if she has 4 procs (1 AA, Q, Blade Dance, E), her mult is (100% + 4*30% + 15%) = 235%. - Damage is (Wpull + 75 + 15*stacks) * (multiplier).

doubt it’ll ever happen but they need to let all W hits stack the level 1 quest. Significantly increase the the # of stacks if they want, but it’s so hard to stack as it is.

Or give stacks if the player dies while it’s out. Such a weird play pattern when you need it to last the full time.
