Thanks for your video. Here a tip: Common Control CHannel (CCCH) contains RACH, AGCH and PCH, not CCCH too because CCCH contains all these 3 channels (minute 4:35).

Please do not teach bad concepts to students. The SACCH monitors the netwrok quality such as RXLEV and RXQUAL and when the quality goes down it prepares the FACCH to handover to the next BS. Conference and SMS are completely different and it is monitores by the Mobile switching control and SMS Switch station in GSM.
