A fascinating dilemma and a valuable discussion. I don't have an understanding of THROUGH RUNNING and don't have the time to listen now. But I am an ex-Manhattan dweller and invested 30 years in a publishing career, there . . . Although now exiled to Central NY State I am still a New Yorker at heart, a booster of the Big Apple and vitally interested in your topic, even from this great distance!

Services that utilize Penn Station consist of through running trains and originating/terminating trains. Originating/terminating trains are ones that have Penn Station as a starting or final destination and may sit for several minutes while passengers board or disembark. Meanwhile, through trains stop at Penn Station for a short time to pick up and drop off passengers before continuing on. The idea of making Penn Station a fully "through running" station was proposed in order to reduce congestion in and around the station, with terminal stations being established nearby for trains that would usually terminate or start in Penn Station.
