Originating/terminating trains are ones that have Penn Station as a starting or final destination and may sit for several minutes while passengers board or disembark. Meanwhile, through trains stop at Penn Station for a short time to pick up and drop off passengers before continuing on. The idea of making Penn Station a fully "through running" station was proposed in order to reduce congestion in and around the station, with terminal stations being established nearby for trains that would usually terminate or start in Penn Station.
