You can upgrade your weapons in the mobile command centre to mk2. it offers upgrades that make bullets explode or track players

Explosive and incendiary bullets are pretty expensive. You also have a large one time payment to unlock the special ammunitions of each type. HP, AP, FMJ and tracer rounds are not as expensive, but still do have the premium up front. All special ammo types have reduced capacity clips, I believe. And you can only restock them at your MOC.

I found that out after I put up this video. I thought you had to research the weapon MKII upgrades, but apparently it's just attachments. So far, the only benefit of the MKII upgrade seems to be explosive bullets.

You pay a one time fee to unlock it (like $40k for ammo, and $100k for MKII weapons, which is way too much), and then you have to buy ammo and attachments and stuff. So far, the only weapon worth upgrading is the Heavy Sniper. Everything else gets reduced ammo capacity and worthless upgrades.
