I believe it’s because the branches wanted to stand out from one another. (That and they had enough money for that.) Plus, GTA V seems to have members from both the Marines and Army, along with the Navy, Air Force and Coast Guard here. The wikis mentions the game taking design cues from real-life Army and Marine Corps uniforms, as well as some soldiers declaring themselves to be part of the United States Marine Corps in their quotes.
