The 'keys' are connected to the character in the database... LEO and fire personel have a flag on the character that allows them MDT access, keys to leo vehicles and doors in stations... civ characters simply cannot use those things.

As for more warrants... later in patrol they searched that barn without PC 'looking for usual hiding spots' found and arrested us... but it was tossed out afterwards due to illegal search... so due to double jepoardy, She's actually clean and clear XD great sucess \o/
